This is a Unknown issue Propaganda poster.
Most likely American, due to the promience of the US Flag and the caricature of Emperor Hirohito. Also it is most likely a late issue, due to the Japanese refernce, because even though Japan were figting from 1937, it was part of the Sino-Japanese war, and Japan didn't really get invoved in WWII until late 1941
